From pictures it is difficult to tell the size of a dog. Fluffy Dog Rescue labels dogs <20lbs as small, 20-40lbs as medium and >40lbs as large.
Interestingly, Buddy isn't much taller than Shonda. We figure he is approx 14" to his shoulder. He weighs > 20 lbs so he is listed as medium. I would say a small-medium.
Shonda has long legs and a slender build. She is less than 20lbs so is listed as small. Her face resembles a Westie but she has a very different built with her long legs and slender frame.
When their foster mom Pat visits, she always brings her dogs. Her dog Cooper has a large crate in the back of her van. She has another large crate padded with comfy blankets. I always smile when I see Buddy and Shonda in this crate all comfy looking out saying hello.
